First Increment Goals and Objectives <br />FIRST INCREMENT OBJECTIVES <br />The Cooperative Agreement established the general, long-term goal of improving and maintaining the <br />target species-associated habitats to provide ESA compliance for certain water related activities in the <br />Basin (See chapter 1, Program Purposes). Objectives established for the First Increment of the Program <br />are as follows (more details, definitions, and specific targets for habitat restoration are described in the <br />following sections): <br />Land Habitat Restoration: Protect and/or restore 10,000 acres of habitat in the Central Platte River <br />area. <br />Program Target River Flows: Improve the achievement of U.S. Fish and Wildlife Service (Service) <br />flow targets by 130,000 to 150,000 acre-feet on an average annual basis through changes in the timing, <br />magnitude, frequency, and duration of flows. <br />Pallid Sturgeon Habitat: Test the assumption that managing flow in the Central Platte River also <br />improves habitat for the pallid sturgeon in the Lower Platte River.' <br />' The "Program Benefits for the Pallid Sturgeon" section, later in this chapter, addresses the steps that will be taken to <br />provide habitat benefits and offsetting measures, if necessary, for the pallid sturgeon.
