Common Program Principles for the Action Alternatives <br />and committees providing advice on land management, water management, technical issues, and <br />scientific issues. (For mare details, see the Governance Committee Program Document: <br />Attachment 6: Organizational Structure for the Platte River Recovery Implementation Program). <br />Funding and/or Program resources are contributed by the Federal Government and the States of <br />Wyoming, Colorado, and Nebraska. Changes in State water law, Federal laws and project <br />authorizations, and Federal and private contracts may be necessary to implement specific <br />projects. This FEIS analysis assumes that all such arrangements-legal, financial, and <br />institutional structures-are in place and functioning during the First Increment of the Program. <br />(11) Cost Sharing: A cost-sharing framewark will be used to fund the Program, with the Federal <br />Government covering 50 percent of contributions needed to support the cost and Wyoming, <br />Colorado, and Nebraska contributing the other 50 percent. For this analysis, it is assumed that <br />any action alternative is fully funded and fully implemented. <br />(12) Good Neighbor Policy: The Program shall be carried out in such a way that the Program will be <br />viewed as a"good neighbor" by the residents of central Nebraska and others who might be <br />affected by Program activities. All land management would be in accordance with a"Good <br />Neighbor Policy" and related policies (Governance Committee Program Document: <br />Attachment 4: Land Plan), which, among other things, stipulate that: <br />% The Program will pay taxes or their equivalent on Program lands, to avoid reducing <br />tax revenues to local entities or the shifting of tax burdens to other. <br />% The Program will comply with applicable local, State, and Federal laws and, to the <br />extent permitted by such laws, will be responsible for its actions to the same extent as <br />a private individual under similar circumstances. <br />% The Program will emphasize the prevention, as opposed to the correction, of actions <br />that cause adverse effects on adjacent landowners or others. <br />% The Program will have local representatives readily accessible so that the nature and <br />cause of any problem can be quickly determined and needed corrective actions can be <br />taken in a timely manner. <br />% The Program will require its contractors to carry appropriate insurance to cover <br />documented damage claims resulting from their actions.
