A plan will be developed each year by the Environmental Account Manager in coordination <br />with the Program, describing how available Program water is expected to be used.6 However, <br />adjustments will be made to reflect changing conditions. <br />One overriding principle is that Program water will not be released to increase riverflows if doing so <br />would cause out-of-bank flooding downstream. All Program water releases will be made within existing <br />riverbanks. <br />Program Benefits for the Pallid Sturgeon <br />The relatively distant location of the pallid sturgeon habitat area at the lower end of the lower Platte River <br />results in special challenges to the Program's ability to provide direct benefits to the species, and <br />challenges to the ability to predict Program effects on the species. A Plan for Testing the Ability of the <br />Program to Affect Lower Platte River Flows was approved by the Governance Committee on March 4, <br />6 Under the proposed Program, a Reservoir Coardinating Committee and an EAC, composed of representatives from the <br />participating organizations, will coordinate and oversee development of annual water operating plans and their implementation.
