If Colorado's costs of participating in PRRIP will be shared by the State <br />and SPWRAP, will the State support mandatory membership in <br />S PW RAP? <br />Water users on tributaries of the North Platte in Colorado were not <br />expressly considered when SPWRAP was created. SPWRAP agrees <br />that those users should be covered, and that their monetary <br />contribution, if any, should be quite small. The rate of assessmerit and <br />means of collecting it have not been determined. <br />d. What standards for certification to FWS should be put in this agreement? <br />e. SPWRAP articles provided for possibility of a large new project whose <br />depletions it could not cover under the program. Though an unlikely <br />scenario, such a project would have to go through an individual § 7 <br />Analysis. Does the State see a need for such an "out"? If so, how should <br />it be reflected in this document? If not, does this affect the allocation of <br />responsibilities for paying the costs of water re-regulation activities? <br />6 Unres-Issues ?-6-06
