,, <br /> <br />Date: March 31, 2006 <br />TO: Greg Dewey, City of Loveland <br />FROM: Dennis Bode, City of Fort Collins <br />RE: SPWRAP Definition of Class M Membership Units <br />I have given some thought to some of the complexities that will likely come up in defining an entity's <br />membership units for SPWRAP. For example, the City of Fort Collins treats water for a small water <br />district. The district owns the water rights, turns water over to Fort Collins each year, and then Fort Collins <br />delivers the treated water back to the District's customers. It seems like this water district would <br />potentially want to be a member of SPWRAP and should use its water use in the calculation of the number <br />of inembership units. So the key here is that they own the water and it is delivered to their customers. <br />Another situation the City has is where the City serves another water district's customers through a <br />contractual arrangement with water the City owns. In this case the City serves its water to another entity's <br />customers. To cover these kinds of situations, which I believe are quite common among water providers, I <br />tried to develop some language that would provide guidance in developing the number of inembership <br />units. It could look something like the following: <br />Determination of Class M Membership Units <br />A,member's water use for purposes of defining the number of single-family equivalent taps is <br />defined as "the member's treated water deliveries from sources of water owned by the member." <br />This quantity can be calculated as follows: <br />(1) The amount of treated water released from the member's water treatment facility (if any) <br />(2) Plus any treated water, which is owned by the member and treated by another entity, and <br />then delivered to the member's customers <br />(3) Less any treated water from the member's facility that is not owned by the member and which is delivered to another entity's customers <br />The number of Single-Family Equivalent (SFE) taps will be calculated by dividing the member's <br />previous 5-year average water use by .5 acre-foot per tap. <br />The number of inembership units is calculated by multiplying the SFE taps by 6. <br />Example <br />Given: Fort Collins 5-Yr average release from its water treatment facility is 28,000 acre-feet. <br />This includes 500 acre-feet that is owned by and delivered to a water district. <br />Calculation: <br /> Fort Collins Water District . <br />(1) From member's treatment plant 28,000 0 <br />(2) Plus amt. treated by another entity 0 +500 <br />(3) Less amt. delivered to another entity -500 0 <br />Member's Water Use 27,500 500 <br />SFE Taps (divide by .5) 55,000 1,000 <br />Membership Units (multiply by 6) 330,000 2,000 <br />There may be other situations that need to be considered; however, I think this approach is generic enough <br />that it can be used to provide some simple adjustments that should work for most entities.
