This <br />agreement in principle is dependent upon successful development and implementation of the <br />cooperative agreement. Actions essential to fulfill FERC licensing requirements were constructed <br />as components of the proposed cooperative agreement. Among other things, the FWS called for <br />establishment of an environmental water account at Lake McConaughy-specifically allotting <br />storage volumes each year to fish and other wildlife species. During the three-year period for <br />negotiating the Memorandum of Ageement requi.red by the FERC re-licensing, the Districts <br />agreed to begin re-operation of District facilities, land acquisition for species habitats, habitat <br />restoration, and water conservatiori/supply measures. The two Nebraska Districts were not only <br />caught up in a federal nexus as they had been since the very beginning of their operations, they <br />had now become a centerpiece in the construction of a basin-wide collaborative solution with <br />water users and environmentalists in two other states. <br />41
