a. Developing modifications to Conceptual Ecological Models (CEM) to be
included in the revised AMP.
b. Derive additional hypotheses from the areas identified in the each CEM, including
competing hypotheses regarding management and the ecology of the target
species in the central Platte River (birds) and lower Platte River (pallid sturgeon).
c. Screen the hypotheses to determine the priority hypotheses that will be
recommended to the Governance Committee to be carried forward in the revised
AMP.
d. Refine hypotheses as necessary so that they are testable.
e. Provide further clarification and explanation of the screening process explaining
why the hypotheses screened out were not recommended for further testing.
f. Identify management objectives, management actions, and indicators to address
management related hypotheses.
g. Fully integrate the IMRP portion of the AMP with the rest of the plan.
h. Examine the proposed monitoring and research identified in the IMRP portion of
the AMP to determine if the proposed priority hypotheses are addressed by the
existing protocols.
i. Modify the list of protocols to insure that all priority hypotheses are addressed
and eliminate unnecessary protocols and reallocate budgets.
j. Develop a sequence of implementation for the priority hypotheses.
3. Incorporate workshop products into the revised draft AMP and circulate to the
Governance Committee at least two weeks in advance of a workshop to be held with
the Governance Committee in July 2006.
4. The ED's office will revise and finalize the AMP for approval by the Governance
Committee.
I.F.2 Process for modifying the AMP during the First Increment of the Program ' J
The AMP will be changed through a collaborative process led by the ED using an ad hoc
committee of representatives of the LAC, WAC, and TAC. The process will also include review
input from the ISAC and other peer reviewers as appropriate. The process will be based on the
products resulting from the implementation of the Program's operating and implementation
plans. The work plans will be developed by the ED, using the AMP as a strategic planning
template. Budgets will be updated annually, reflecting the accumulating evidence for priority
hypotheses, and making or modifying the plans for the subsequent year or years.
The steps involved in changing the AMP will likely include:
1. The ED will compile reports summarizing the previous field seasons of management,
monitoring and research. This process will be completed on a different schedule for
each project; although, it will typically occur in the fall and early winter of each year.
2. The ED will provide the AMP and reports summarizing the previous field seasons of
management, monitoring and research to the LAC, WAC, TAC, and the ISAC far
review in preparation of a workshop to be held annually. The workshop will typically
be held mid-winter.
3. The ED will convene the workshop to facilitate changes in the AMP. The ad hoc
committee attending the workshop will include representatives of the LAC, WAC,
TAC, and the ISAG The purposes of the workshops include:
September 1, 2006 Adaptive Management Plan 10
