<br />sturgeon research and monitoring activities described in the <br />Program's Integrated Monitoring and Research Plan (Attachment 3, <br />Section V) and complimentary research conducted by others in the <br />Missouri River and its tributaries. The assessment stage c6ange study <br />(Attachment 3, Section V) will be compieted by the end of year 3 of <br />the Program's First Increment. If such impacts are deemed to <br />adversely affect the paWd sturgeon, the Governance Committee with <br />the concurrence of the Service will develop and implement <br />appropriate conservation measures that either negate or offset the <br />occurrence of adverse impacts on the pallid sturgeon. <br />6. I would also trigger the use of the habitat surrogate index for the pallid to <br />situations in which more than 5 different female pallid sturgeons capable of <br />spawning are observed in the Lower Platte River for 5 years in which flow <br />conditions are in the upper 1/6th of the hydxologic period of record. Until there <br />aze pallid actually using the reach, take is academic, especially in this reach that is <br />not part of the natural range of the species. The trigger focuses on spawning fish <br />in the wettest 1/6th years because the Service has previously told us that reducing <br />spawning cues and spawning habita.t is the impact caused by reducing peak flows.
