The mean annual flow for the Water <br />Emphasis Alternative is also consistently higher with 4 to 6 percent more flow in comparison <br />to the Present Condition. The Governance Committee Alternative, Scenario 1, has the most <br />random occurrence of inean annual flows with a range of -3 percent to +3 percent of the <br />Present Condition. The Wet Meadow Alternative offers the least deviation from mean annual <br />flows for the Present Condition, ranging from -1 percent to 2 percent of the Present <br />Condition. Mean annual flows for the Governance Committee Alternative, Scenario 2, are <br />similar to values for the Wet Meadow Alternative. <br />The 1.5-year flow is an indicator of the presence and magnitude of natural floods and pulse <br />flows in the water plan for each alternative. Peak flow events have a restraining effect on <br />the colonization by vegetation in the stream channel. Regular occurrences of a flow, <br />approximately equivalent to a 1.5-yr flood event, are incorporated into the water plans of <br />the alternatives, to maintain a stable channel width. <br />? ,-. , ,...,.,. <br />The 1.5-year flow values indicate that Governance Committee Alternative, Scenario 1, has a <br />negligible pulse flow in comparison to the remaining alternatives. The peak flow percent <br />differences from the Present Condition are greatest at Cozad, Nebraska, and are attenuating in the <br />downstream direction. The smallest percent differences in peak flow are at Grand Island, <br />Nebraska, at the downstream end of the Central Platte Habitat Area. The Wet Meadow <br />Alternative has marginally smaller peaks than Governance Committee, Scenario 2; Water <br />Leasing; ar Water Emphasis Alternatives.
