The Districts and the other parties reserve the right to appeal the <br />? issuance of a license if unacceptable provisions are added. <br />` Attached to this Offer of Settlement is an Explanatory Statement (Attachment A) <br />? <br />discussing how the terms of the Settlement fit in the context of a basin-wide Program <br />? and how the parties perceive FERC's statutory obligations to be fulfilled if the <br />? Settlement is approved, and describing the intent of the parties with respect to specific <br />? terms of the Settlement and the Proposed License Conditions. Attachments B and C to <br />this Offer of Settlement are Proposed License Articles for the two licenses. Other <br />M attachments provide supporting information to supplement the record. <br />? The Nebraska Water Users, Inc. (NWU) is a party to the AAI. While NWU <br />has not joined in this Offer of Settlement, it has filed a separate letter with FERC <br />? urging issuance of licenses consistent with the ProPosed License Articles.8 <br />? III. CONCLUSION <br />WHEREFORE, the parties hereby request that FERC approve this Settlement <br />and that, upon approval, FERC conclude and terminate these relicensing proceedings <br />by ordering the issuance of new licenses conditioned upon the Proposed License <br />Articles submitted herewith. - <br />g?
