, <br />This Offer of Settlernent proposes settlement of these proceedings upon the <br />? terms and provisions of the Agreement on All Issues Reached in FERC Trial Staff <br />! Settlement Meetings (AAI) which was filed with FERC on January 15, 1998. The AAI <br />adopts by reference, except as expressly modified, the Agreement in Principle for <br />? <br />? License Conditions for Projects Nos. 1417 and Project No. 1835 (AIP), dated June 30, <br />? 1997, which was reached by the Districts and DOI. The AIP in turn adopted by <br />19 reference An Environmental Account for Storage Reservoirs on the Platte River System <br />v <br />in Nebraska (EA Document). These three documents are collectively referred to in this <br />19 <br />Offer of Settlement as "the Settlement." <br />? The parties' Settlement is separate from but dependent upon a basin-wide <br />agreement reached among DOI and the States of Nebraska, Colorado and Wyoming on <br />? <br />Endangered Species Act (ESA)' issues: the Cooperative Agreement for Platte River <br />? Research and Other Efforts Relating to Endangered Species Habitats Along the Central <br />? Platte River, Nebraska (Cooperative Agreement). The Cooperative Agreement, signed <br />' July 1, 1997 by Secretary Babbitt of the Department of the Interior, Governor Romer <br />? of Colorado> Governor Nelson of Nebraska and Governor Geringer of Wyoming, <br />? provides an ESA framework for water related activities in the Platte River drainage to <br />and through the central Platte River, including these Projects.
