1} More welis divert as alternate points for ditches with senior <br />decrees. <br />2) Use say 2.5 million ac-ft of G.W. aquifer storage as a managed <br />resource for augmentation water, direct flow use and other <br />uses. All citizens to be able to use and benefactors to pay. <br />Need to remove ground water from storage so that storage can <br />be refilled with excess surface flows such as flood flows or <br />snowmelt runoff not needed for senior decrees or compact. <br />3) Consider Bittinger alternative suggestions <br />4) Need agency to manage to achieve maximum utilization <br />objective <br />5) Need to use ground water reservoir for storage because no <br />evaporation, not likely to build significant future surface storage, <br />and timing of returns benefits many different water users. <br />6) Reduce litigation costs and use money to provide more wet <br />water for citizen's benefits. Consider rule making to expedite <br />litigation and reduce issues. <br />7) Will require all water right owners to come to negotiating table <br />with something to give but with opportunity to receive significant <br />benefits. <br />8) Need everyone to think "outside the box" of ways that would <br />benefit everyone but also protect seniors and maximize <br />available water. <br />IV Task Force Challenges: <br />• Use what we have learned since 1969 Act passage <br />• Seek goal of maximum utilization and still protect senior rights. <br />• Determine specific actions needed to achieve maximum <br />utilization goal. <br />• Utilize and protect Colorado's valuable Ground Water Resource. <br />Julv 13, 2007 6Talre'Ja- <br />Date Robert A.
