Arnie Good <br />8/27/2007 <br />Task Force Recommendations <br />#1 - Legislation needed for a moratorium to permit pumping for 2008 and 2009 for <br />wells in plans or who have made applications for plans. <br />a. Gives time for a feasibility study and to draft legislation that would implement <br />a regional water management authority that would implement coordinated <br />management of all the water supplies in the state. <br />b. Gives time for a comprehensive study to determine the adequacy and accuracy <br />of current methodologies that we use to quantify amount and timing of well <br />pumping depletions. (see #2 below) <br />c. Gives time for SPDSS to become a serious management tool <br />d. Great 2007 recharge season - full aquifer level readings <br />e. Likely above normal return flows over next 24-36 months. <br />f. Many if not most of the the curtailed wells have not pumped four out of the <br />last five years - accrued depletions are minimal if not non-existent. Recent <br />CSU studies indicate that lag times over 3-5 years are very Questionable. <br />g. Statute states that a commitment to maximum beneficial use, or optimum use, <br />includes consideration of economic issues. <br />#2 - The State of Colorado should fund a comprehensive study to evaluate the limits <br />of current science and technology to accurately quantify the amount and timing <br />of well pumping depletions on the river. <br />a. Recent studies and engineering journal articles question the adequacy and <br />accuracy of current methodologies. <br />b. We cannot justify continuing to impose policy upon the river on the basis of <br />faulty models.
