MEMORANDUM <br />Date: August 31, 2007 <br />To: South Platte Task Force Members <br />From: Task Force Advisors <br />At the past several Task Force meetings, the Task Force discussed and/or deliberated <br />upon numerous ideas. Below is list of possible recommendations by Task Force <br />members that attempts to capture all of the ideas offered. None of these possible <br />recommendations have been adopted by the Task Force. Information concerning these <br />proposed recommendations has been presented in writing or orally by Task Force <br />members or members of the public. <br />At the next meeting, the Task Force will be asked to vote upon these recommendations. <br />Part of the previous Task Force discussion noted that the Task Force needed to agree at a <br />conceptual level on any proposed recommendation, not necessarily upon the exact <br />language that might be put into legislation, policy etc. Based upon this discussion, the <br />possible recommendations are set out as concepts, not specific proposed language. At the <br />end of this list is a list of those ideas that were `tabled'. <br />1. Storage: <br />The Task Force recommends that the Legislature continue to support the CWCB's <br />loan and grant program to help water users seeking to build new storage and/or recharge <br />projects and rehabilitate existing projects. <br />The Task Force recommends that the Legislature determine whether there are <br />other means by which the State of Colorado can support or aid in developing more <br />storage in the South Platte River Basin. <br />2. SPDSS: <br />The Task Force recommends that continued funding be provided to ensure <br />completion of the SPDSS as soon as possible. <br />The Task Force recommends that the SPDSS team conduct a comprehensive <br />study to evaluate the limits of current science and technology to accurately quantify the <br />amount and timing of well pumping depletions to the river so as to ensure that policy and <br />law is created on the basis of the best modeling possible. <br />3. The Task Force recommends that legislation is needed for a moratorium to permit <br />pumping for 2008 and 2009, at some realistic level, for wells in plans or who have made <br />application for plans.
