Feasibility Evaluation of the Arkansas Valley Pipeline <br />Water Works! Committee <br />June 2003 <br />Fryingpan-Arkansas Project water that has been requested by communities on an annual <br />basis since 1972 is presented in Table 3.5. Data in this table indicate that only a portion of <br />the 9,643 ac-ft available has been requested on an annual basis by the entities east of Pueblo. <br />In 2001, only 3,439 ac-ft were allocated, with a maximum of 5,516 ac-ft allocated in 1996. <br />Therefore, it should be feasible to provide a significant portion (53 percent) of the 18,200 ac- <br />ft 2020 demand with Fryingpan-Arkansas Project water. <br />3.2.4 Potential for Exchanging Measured Municipal Return Flows to Pueblo <br />Reservoir <br />This study included an evaluation of the feasibility of the potential for project area <br />participants to exchange measured municipal return flows of Fryingpan-Arkansas Project <br />water to storage in Pueblo Reservoir. Measured municipal return flows would serve as a <br />source of supply to the proposed pipeline. <br />Calculations (included in Appendix C) indicate that an estimated average of 4,200 ac-ft per <br />year of measured municipal return flows from Fryingpan-Arkansas Project water would be <br />available for exchange under the February 2, 1939 priority for such exchanges. The actual <br />amount of this is 4,200 ac-ft, which can be exchanged in the future from municipal <br />wastewater outfalls downstream from Pueblo to Pueblo Reservoir, and will be dependent on <br />several factors: <br />• Arkansas River Flow Conditions -The amount of water that can be exchanged in any <br />year will vary depending on flow conditions and water availability in the Arkansas <br />River during the irrigation season when this exchange will be implemented. (This <br />exchange under the February 2, 1939 priority would be junior to the Winter Water <br />Storage Program, and consequently the exchange of measured municipal return flows <br />will be limited to the March 16 through November 14 period in each year.) <br />• Available Storage in Pueblo Reservoir -Because the potential for exchange will vary <br />from year to year, there must be sufficient storage available in Pueblo Reservoir (or a <br />similar storage reservoir) to carry over exchanged measured municipal return flows <br />from year to year. At present, the only storage available for exchanged municipal <br />return flows is "If and When" storage space in Pueblo Reservoir, which provides <br />storage of limited reliability. Storage in an enlarged Pueblo Reservoir and/or <br />available storage from re-operation of Pueblo Reservoir would provide storage with <br />greater reliability for exchanged municipal return flows. <br />Estimating the annual portion of the 4,200 ac-ft that could be exchanged to Pueblo Reservoir <br />will require a detailed investigation of the exchange potential for measured municipal return <br />flows from each of the participating municipalities.
