Feasibility Evaluation of the Arkansas Valley Pipeline
Water Works! Committee
July 2003
A previous study of a proposed Arkansas Valley Conduit was prepared for the Southeastern
Colorado Water Conservancy District, the Four Corners Regional Commission, and the U.S.
Bureau of Reclamation in 1972 [Black & Veatch, 1972]. The report's recommendations for
construction of a water treatment plant, pumping station, and a conduit to serve 16 communities
and 25 water associations east of Pueblo were not implemented at that time due to the lack of
federal funding. Evaluations on the quantity of water needed to satisfy long-range objectives for
water users in the Southeastern Colorado Water Conservancy District were prepared in 1998
[GEI Consultants, Inc., 1998] and updated in 2000 [GEI Consultants, Inc., 2000]. Additionally,
an update of the estimated construction costs presented in the original report [Black & Veatch,
1972] was prepared by GEI in 1998 as well.
Service Areas and Project Participants
Generally, all drinking water systems in the Lower Arkansas River Basin, from St. Charles Mesa
in eastern Pueblo County to Lamar in Prowers County, are concerned with the poor water quality
in this region. Many of the water providers do not satisfy, or only marginally satisfy, current
drinking water standards. The water providers who financially contributed to this study are:
Beehive Water Association Bent County
Catlin Canal Town of Cheraw
Crowley County Town of Crowley
Hilltop Water Company City of LaJunta
City of Manzanola May Valley Water Assn.
Newdale-Grand Valley Water Co. Olney Springs
Bents Fort Water Company
Crowley County Water Assn.
Hancock Inc.
City of Lamar
McClave Water Assn.
Town of Ordway
Otero County Prowers County Pueblo County
Town of Rocky Ford SECWCD South Side Water Assn.
South Swink Water Company St. Charles Mesa Town of Sugar City
Town of Swink West Grand Valley Water Inc. Town of Wiley
Additional water providers did not participate financially, but did follow the progress of this
study and participated in the public meetings.
Authorization
Authorization for this project is provided in an agreement between the Southeastern Colorado
Water Activity Enterprise and GEI Consultants, Inc., dated August 8, 2001.
GEI Consultants, Inc. 2 01284 03-07-21 feasibilty report executive summary
