The Colorado Water Resource and Power Development Authority has a number of <br />loan programs whose eligibility requirements would fit the Arkansas Valley Pipeline. <br />Specifically, the Drinking Water Revolving Fund, the Small Water Projects monies and the <br />Water Pollution Control Revolving Fund all appear to be attractive resources. Whereas, it would <br />be unlikely to receive funding from all three, the Arkansas Valley Pipeline developer might <br />obtain up to $25 million in total loans from this source, assuming loan requirements and local <br />government support was forthcoming at a sufficient level. <br />The Colorado Water Conservation Board (CWCB) lends money for raw water development that <br />could be an element of the Arkansas Valley Pipeline. If the project is configured in an <br />appropriate manner and the CWCB loan requirements are fully met, an additional $25 million <br />could be borrowed from this source. <br />Grant monies from other funding agencies at the state level could be forthcoming in amounts of <br />$0.5 million or less.
