Feasibility Evaluation of the Arkansas Valley Pipeline <br />Water Works! Committee <br />July 2003 <br />The impact of the Safe Drinking Water Act regulations, including the final radionuclide rule <br />published December 7, 2002, were considered in assessing the "No-Action" alternative. These <br />regulations include: <br />• A 30 ug/L Uranium standard <br />• A combined Radium 226 and 228 standard of SpCi/L <br />• An adjusted Gross Alpha of 15 pCi/L <br />• A forthcoming standard for Radon, expected in late 2002 <br />The estimated capital costs to cities, towns, and water districts for compliance with the <br />radionuclide rule and other regulations were based on a capital cost of $3,000 per service <br />connection and an annual O&M cost for operating these new treatment facilities of 10 percent of <br />capital cost. These costs are consistent with CDPHE estimates for radiological regulatory <br />impacts to community water systems. Annual operations and maintenance costs of $150 per <br />service connection for operations and maintenance of the existing water treatment facilities are <br />also included in the estimates. For those communities where insufficient information exists to <br />determine if upgrading existing water treatment facilities would likely be necessary to meet <br />future regulations, an annual operations and maintenance cost of $150 per service connection for <br />continued operation of the existing systems was included in the estimates. <br />The No-Action alternative also required estimation of costs for disposal of RO plant reject water. <br />It is difficult to estimate the cost for disposal of RO plant reject water because the Colorado <br />Department of Health and Environment (CDPHE) has not promulgated requirements for RO <br />plant reject. For purposes of this analysis, it was assumed that present disposal practices for RO <br />plant reject, i.e., discharge directly into a receiving stream, cannot be continued in the future and <br />deep well injection of the reject water is required.
