acre-feet and 42 acre-feet in the year 2006. These numbers are <br />for all uses including drinking water and were during times of no <br />watering restrictions. Hillrose is anticipating MCQWD providing <br />approximately 12 acre-feet annually once the dual system is up <br />and running. The remaining 30 to 40 acre-feet will be supplied by <br />the Town's one well and will be for non-potable uses. The well <br />use will continue to be augmented through the LP&B and is <br />therefore subject to their restrictions and quota system. <br />Project Service Area <br />The service area of Hillrose is located in Morgan County about 5 <br />miles northeast of Brush. Hillrose is located primarily in the <br />SWl/4 of Section 10, Township 4 North, Range 55 West. A general <br />location map of the project service area is found in Appendix A. <br />Need for the Project <br />Hillrose would like to be able to pump approximately 30 acre-feet <br />from their town well to meet the non-potable demand of their <br />citizens. Currently the LP&B quota is set at 1.29 acre-feet. <br />Which based on the Town's 1.5 shares is 1.935 acre-feet of <br />allowable pumping for the year. The current quota would be <br />considered a drought yield and extremely low but very appropriate <br />given the current river and basin conditions. Based on Hillrose's <br />start of the year share ownership in the LP&B, the Town would <br />have to impose extreme watering restrictions and would have to <br />eliminate virtually all outdoor water use. <br />Alternatives Evaluated <br />A range of alternatives were considered on how to generate a <br />greater non-potable water supply for Hillrose including 1) don't <br />pursue a project, 2) purchase senior water rights and pursue an <br />augmentation plan separate of the LP&B, 3) purchase additional <br />shares in the LP&B so that the pumping allocation can be <br />increased. <br />An evaluation of the alternatives follows: <br />Feasibility Study <br />Hillrose Water Rights Project 2 <br />June 2007 <br />
