The SMWSA master plan included both evaluating raw and treated water elements (the treated
water elements are not included in this loan request). The following summary tables should
focus on the comparison of raw water transmission lines.
Table 2 -Estimated Costs for ECCV Northern System Alternative (2007
dollars
.~ ~:
.•
Water Rights & Raw Would vary based on location and seniority of
Water Infrastructure water rights.
Regional Treatment Cost sharing and cost allocation of ECCV
Northern WTP subject to negotiation with ECCV
Transmission
Terminal Storage
Local Treatment
`Costs are provid
Cost sharing and cost allocation of ECCV
Northern Pipeline subject to negotiation with
ECCV (see discussion below)
10,200 AF $56.1 $0.5
30.7 mgd peak $78.3 $1.0
(9,290 AFY)
ed in 2007 dollars.
Table 3 -Estimated Regional Costs for the Dedicated SMWSA
Treatment and Transmission Alternative
Water Rights and Would vary based on location and seniority of water
Raw Water rights.
Infrastructure
Regional Treatment 31.8 mgd (32,820 $199.8 $9.5
AFY)
Transmission 42-inch/36.1 miles $122.2 $7.3
Terminal Storage 8,500 AF $46.8 $0.4
Local Treatment 23 mgd peak (6,920 $58.5 $0.8
AFY)
Total* $427.3 $18.0
* Excluding water rights, raw water infrastructure, and local distribution
infrastructure.
The estimated capital cost for construction of a transmission line similar to ECCV is show in
Table 3 ($122.2 million). The total capacity of a SMWSA dedicated transmission 42 inch line is
31.8 mgd, which equates to a unit cost of $3.9M/mgd. The SMWSA has negotiated acquiring
capacity of up to 31.98 mgd with 13.98 mgd firm capacity and 18.00 mgd variable capacity at a
cost of $25.7 million. The escalated construction cost (to 2008 dollars) for building the ECCV
Northern Line is approximately $70.OM, which is a 48 inch pipeline and can deliver 47.0 mgd,
which equates to a unit cost of $1.SM/mgd for firm capacity and $0.75M/mgd of variable
capacity. The maximum total SMWSA Participants allocated firm and variable capacity
(excluding ECCV) is 31.98 mgd, which is expected to deliver 30,145 AFY of water, which is
nearly identical to the dedicated SMWSA transmission pipeline, but at only 39% of the unit cost.
In addition, since the ECCV pipeline is already in place there will not be additional impacts to
9
