. 2 .. . <br />Exhilsit A <br />Operation Needs <br />_ Define the release period. <br />Assure that the release plan is designed within the operational and environmental <br />constraints of the reservoirs, as determined by the facility owners, including dam <br />safety, maintenance requirements, recreation, fisheries, downstream inundation, and <br />water rights. <br />The first priority for use of the outlet capacity at the reservoirs must be for water <br />_ supply purposes. Recovery Program releases must be made such that the outflow <br />from the reservoirs will not exceed the safe and normal operating capacity as <br />determined by the facility owners, <br />_ Develop a scheduling procedure that meets the advance notice needs of the facility <br />owners. <br />9 <br />
