<br />l <br /> <br /> <br />Exhibit A <br />Operation Needs <br />^ Define the release period. <br />^ Assure that the release plan is designed within the operational and environmental constraints <br />of the reservoirs as determined by the facility owners, including dam safety, maintenance <br />requirements, recreation, fisheries, downstream inundation, and water rights. <br />^ The first priority for use of the outlet capacity at the reservoirs must be for water supply <br />purposes. Recovery Program releases must be made such that the outflow from the reservoirs <br />will not exceed the safe and normal operating capacity as determined by the facility owners. <br />^ Develop a scheduling procedure that meets the advance notice needs of the facility owners. <br />
