COST ESTIMATE <br />The estimated cost to repair the dam is shown in Table 1. <br />The unit costs are approximately 50~ higher than normal costs <br />because of the difficult access problems associated with getting <br />equipment and materials to the site. Transport of fuel for the <br />equipment will be very costly. <br />A mobilization cost of $100,000 is assumed for both Granby #12 and <br />Big Battlement dams. The amount was split approximately by the <br />ratio of total construction costs, resulting in Big Battlement <br />being allocated $80,000 for mobilization. Obviously, if more <br />favorable arrangements can be negotiated with the Forest Service to <br />make access easier, the cost of the project could be reduced <br />significantly. <br />An amount of 30$ is added for contingencies, which is slightly <br />higher than the normal 20$ because of the access problems. <br />Engineering and administration is estimated at 15~ which includes: <br />materials testing, preparation of plans and specifications and <br />construction observation. <br />The land is owned by the US Forest Service but permitted to the <br />Ditch Company so there is no land cost. However, permits to <br />perform the work and excavate borrow material will be necessary, <br />which may include an environmental assessment. Obtaining these <br />permits could potentially delay and increase the costs of the <br />project and should be initiated as soon as practical. <br />FINANCING <br />The cost for this work is large for the City of Delta and is <br />expected to require financing. The construction is predicated upon <br />the sale of water to the hydropower company and possibly to the <br />aquaculture company as well. If those agreements happen, then the <br />City would be able to borrow the funds at one of the normal CWCB <br />financing arrangements. <br />Table 5 shows various financing options. Options 1 and 2 are the <br />standard financing terms; Options 3 and 4 show the increased annual <br />payment for shorter repayment periods. Option 2, 4$ for 30 years <br />is suggested. <br />Big Battlement Dam 14 <br />
