Board's discretion in the protection. approval of inundation, modification or disposal of ISF right, and/or <br />may delegate limited authority to act on the Board's behalf. <br />10a. Ratification of Enforcement Agreements. <br />No enforcement agreement shall be effective to limit the discretion of the Board until that agreement and <br />all of its terms are reviewed and ratified by the Board. Upon ratification, the Director may execute the <br />agreement and the agreement shall be binding upon the Board for the term set forth in the enforcement <br />agreement. <br />10b. Public Review Process. <br />The Board shall follow the public review process set forth in Rules 11a. - 11c. prior to any Board decision <br />to ratify an Enforcement Agreement. <br />11. PUBLIC REVIEW PROCESS. <br />Except as other ~~•~ise provided in the ISF Rules. the Board shat! follow the public review process set forth <br />belc~~ prier tc and; Board decision requiring public review. <br />11a. Public Notice. <br />Public notice of all Board actions under these Rules shall be provided through the agenda of each regular <br />or special Board meeting. <br />11b. Public Comment. <br />Except as othe~~°.se provided in Rules 5k. and 6m.. at a regular or special meeting. the Board shall <br />consider pubiic comment on the recommended ISF action prior to the Board action on the <br />recommerdaticr in any or all of the fo!lovring manners: <br />(1~ Oral and`or written comments may be directed to Staff- When such comments are made. Staff <br />may summarize these comments to the Board. <br />(2) Oral and;or written comments; subject to reasonable limitations established by the Board, may be <br />made directly to the Board during the public meeting. <br />11c. Public Agency Recommendations. <br />Prior to taking an ISF action pursuant to Rules 5 or 6, the Board shall request recommendations from the <br />Division of V~Jildlife and the Division of Parks and Outdoor Recreation. The Board shall also request <br />recommendations from the United States Department of Agriculture and the United States Department of <br />Interior. The Board may also request comments from other interested Persons or agencies as it deems <br />appropriate- <br />Prior to taking an ISF action pursuant to Rules 7, 8, 9, or 10; the Board may request recommendations <br />from the Division of Wildlife, the Division of Parks and Outdoor Recreation, the Division of Water <br />Resources, the United States Department of Agriculture, the United States Department of Interior or other <br />Persons as it deems appropriate. <br />11d. Board Procedures. <br />At a regular or special Board meeting. the Board may, as necessary, adopt or amend procedures to <br />supplement these rules. <br />
