4m. Person. <br />Means any human being, partnership. association; corporation, special district, water conservancy <br />district, tivater conservation district, municipal entity, county government, state government or agency <br />thereof: and federal government or agency thereof. <br />4n. Proper Notice. <br />Means the customary public notice procedure that is provided each year by the Board in the preamble to <br />the Board's January Board meeting agenda. This customary public notice procedure may include posting <br />of the agenda at the Board office, filing legal notices when required; mailing to Persons on the Board <br />mailing lists and posting notices on the Board's website. <br />40. Stacking. <br />As used in Rule 5: the terms `stack°~ cr `stacking- refer to an instance in which the Board holds more than <br />one grater right for the same lake or reach of stream and exercises the rights independently according to <br />their decrees- <br />4p. Staff. <br />Means the Director cf the Colorado ~r~~ater Conservation Board (`CWCB Director) and other personnel <br />employed by the Board. <br />5. ORIGINAL APPROPRIATION PROCEDURE. <br />5a. Recommendation of Streams and Lakes for Protection. <br />All Persons interested in recommending certain stream reaches or natural lakes for inclusion in the ISF <br />Program may make recommendations to he Board or Staff at any time. Staff will provide a preliminary <br />response to any Person making such a recommendation within 30 working days after receipt of the <br />recommendation at the Board Office. Staff will collaborate with State and Federal agencies and other <br />interested Persons to plan and coordinate collection of field data necessary for development of ISF <br />recommendations. The Staff shall advise the Board; at least annually, of all new recommendations <br />received and of streams and lakes being studied for inclusion in the ISF Program. <br />5b. Method of Making Recommendations. <br />All recommendations transmitted to the Board or Staff for water to be retained in streams or lakes to <br />preserve the natural environment to a reasonable degree must be made with specificity and in writing- <br />5c. Board Approval Process. <br />Periodically, after studying streams and lakes for inclusion in the ISF Program, Staff will recommend that <br />the Board appropriate ISF rights- The Board and Staff will use the following annual schedule for initiating, <br />processing and appropriating ISF water rights: <br />Janua <br />• The January Board meeting agenda will list proposed ISF appropriations to be <br />appropriated that year. <br />• Staff will provide data. engineering and other information supporting each proposed ISF <br />appropriation to the Board prior to or at the January Board meeting. <br />
