STATE OF COLORADO
Colorado Water Conservation Board
Department of Natural Resources
1313 Sherman Street, Room 721
Denver, Colorado 80203
Phone: (303)866-3441
FAX: (303) 866-4474
www.cwcb.state.co.us
February 5, 2001
Mr. Dave Echter, Board Director
Kenosha Trout Club
9180 W. 52"d Ave.
Arvada, CO 80002
Dear Dave,

Bill Owens
Governor
Greg E. ~Nalcher
Executive Director
I:od Kuharich
Cbv'CB Director
Dan Mc4uliffe
Deputy Director
RE: Dam Rehabilitation and Augmentation
Water Purchase
Loan Recommendation
I am pleased to inform you that the Colorado Water Conservation Board (CWCB) has
recommended your loan to the General Assembly for approval. Your loan request will be
included in the Board's year 2001 Water Project Construction Bill. Loan funds will be
authorized in May 2001, once the Governor has signed the bill. I understand the loan will
be used to rehabilitate the dam on Lininger Lake, and to purchase augmentation water to
make up for evaporation from the lake's surface.
The Board approved a Loan from the Severance Tax Perpetual Base Account in a
maximum amount of $551,250. The loan terms are 5.5% for 30 years. I have attached a
copy of the updated Board memo concerning the Kenosha Trout Club. Please refer to
page 4 of that memo and to the section "Action taken by the CWCB January 24, 2001."
When the Board recommends a loan from the Severance Tax Perpetual Base Account,
there remain several conditions:
a) A Feasibility Study is required. Leonard Rice Consulting Water Engineers has
completed a final draft of the study. John Van Sciver of our staff will work with
Leonard Rice to finalize the study. The CWCB will need 2 copies of the final report. .
b) An approved contract must be in glace before funds can be advanced for this loan.
Jan Illian has placed this project on our contracting "hot list" and has initiated the loan
contracting process. Our goal is to have the loan contract signed by all parties, as
soon as possible following approval by the General Assembly.
Flood Protection • Water Project Planning and Financing • Stream and Lake Protection
Water Supply Protection • Conservation Planning
