appetite to surrender Grand River Ditch water rights or storage rights in reservoirs, we deemed it not
applicable and unnecessary to perform an economic analysis.
Social and Physical Impacts
Grand River Ditch at Windv Point Pipe Protect
The project will require the closing of the Grand River Ditch Road during construction, during
the summer months when it is typically used by hikers. That road appears on official park maps as and
serves as a hiking trail in Rocky Mountain National Park. The Park will work with us to notify their
visitors of the road closure and provide appropriate signage for hikers.
Kluver Reservoir Outlet/Travis Road Embankment Protect
There will be some inconvenience for homeowners north of the intersection of Travis Road and
the inlet/outlet channels for Kluver Reservoir and Reservoir #4 during construction. They will be
monitored and supervised by County and/or construction company employees (flag personnel) in the
area. The temporary road will remain in place until the permanent replacement is complete.
Conclusions
1. The Water Supply & Storage Company is anon-profit Colorado mutual ditch corporation
with the ability to enter into a contract with CWCB for the purpose of a loan.
2. Rights-of-way and Company-owned lands are adequate for the construction of the projects.
3. The project will fund the rehabilitation of two different water conveyance facilities and
ensure continued delivery of irrigation water to shareholders.
4. The Company is requesting a loan for 909'0 of the cost of the projects. The Engineer's
estimate of the cost of the project is $928,000 and the amount requested to be financed is
$835,200. The Company has the ability to fund the 10% unfinanced portion of the projects total
costs with current cash flows.
5. The project is technically and financially feasible.
WSSC - GRD at Windy Pt & Kluver/Travis Rd Projects 14
December 2008
