pipeline. At a point near the St. Charles Mesa Water Treatment facility, the pipeline will provide <br />a spur to the St. Charles Mesa Water Treatment facility and then run the water through a <br />filtration plant before continuing down the Arkansas valley. By filtering the water at this point, <br />each provider will only have to chlorinate the water for delivery to their customers. It is not <br />expected to fully treat the water to drinking standards at this point due to the cost of maintaining <br />the pipeline to drinking standards as well as the problems with disinfectant byproducts. <br />Once the conduit reaches Ordway, a spur will veer to the northeast to provide water to all of the <br />entities within Crowley County. The main line will continue east with spurs veering offto <br />various regional water providers along the way. The conduit will terminate at the City of Lamar <br />water treatment facility. <br />Sixteen water providers are currently in violation of Safe Drinking Water Act requirements and i (~ ~ <br />are under compliance orders from the State Health Department. This conduit will provide water Pv ~ `^ <br />that will help bring these communities into compliance. <br />The alternative to the conduit is for the water providers to continue service as they have. Some <br />divert water from the Arkansas .River, some use shallow wells, while still other use deep wells. <br />All of these sources have significant problems with water quality. This alternative would require <br />each individual water provider to upgrade their treatment facilities or to find alternative cleaner <br />sources of water. <br />Table 1-1 is a list of water providers that currently expect to receive water via the conduit and the <br />demand usage for each in 2005. <br />7 <br />
