Advances -The noncurrent portion of long-term advances is offset by a fund balance reserve since they do not constitute expendable, available resources and therefore are not available for appropriation. UNRESERVED -DESIGNATED FUND BALANCES Designations of fund balances are not legally required segregations but represent tentative plans for future use of resources. These designations, however, are only estimates and they may change due to unforeseen circumstances. Project repayment -The District has chosen to designate $5,000,000 as a portion of fund balance set aside for satisfying the contract obligation with the Bureau of Reclamation. Enlargement space -The District has also chosen to set aside $2,000,000 of fund balance for costs associated with studies involving the possible enlargement of Pueblo Reservoir and Turquoise Reservoir. Water rights -These amounts have been designated for use in the possible acquisition of water rights. -30-
