Kirk Russell
October 16, 2008
Page 2
Bingaman and Congressional leadership to take up the legislation early in the next Congressional
session. Please understand that the proponents of the Arkansas Valley Conduit have never bcen
so close to this project becoming a reality during the nearly SO years this project has been
contemplated.
In the meantime, Southeastern has obtained a State and Tribal Assistance Grant (STAG) of
51,041,818 that will allow continued work on the Conduit through January 2011. The STAG
will also provide the necessary engineering work to be ready for the environmental compliance
phase.
Thank you for CWCB's consideration of this request. The citizens and communities of the
Lower Arkansas River Basin have waited nearly 50 years for this project that will improve their
water quality and supply. The need for the Arkansas Valley Conduit has been well established
for more than 50 years. We hope that CWCB will allow us the additional two years needed to
finally bring this most important project to fruition for the citizens of the Lower Arkansas
Valley. We look forward to further discussing this request with the CWCB at its November
2008 Board meeting.
