FLOOD INSURANCE STUDY
MONTEZUMA COUNTY, COLORADO, AND INCORPORATED AREAS
1.0 INTRODUCTION
1.1 Purpose of Study
This Flood Insurance Study (FIS) revises and updates previous FISs/Flood
Insurance Ra.te Maps (FIRMs) fox the geographic area of Montezuma County,
Colorado, including: the City of Cortez, the Towns of Dolores and Mancos; and
the unincorporated areas of Montezuma County (hereinafter referred to as
Montezuma County).
This FIS aids in the administration of the national Flood Insurance Act of 1968
and the Flood Disaster Protection Act of 1973. This study has developed flood
risk data for various areas of the ~county that will be used to establish actuarial
flood insurance rates. This information will also be used by Montezuma County
and the incorporated communities to update existing floodplain regulations as part
of the Regulaz Phase of the National Flood Insurance Program (NFIP), and by
local and regional planners to further promote sound land use and floodplain
development. Minimum floodplairn management requirements for participation in
the NFIP are set forth in the Code of Federal regulations at 44 CFR, 60.3.
This Countywide Flood Insurance Study was prepared by compiling pertinent
information for the flood haz~rd areas in both the incorporated and
unincorporated areas of Montezuina County, Colorado, from existing technical
and/or scientific data. This existin~ data was reviewed by the Federal Emergency
Management Agency (FEMA) prior to its use in the development of this Flood
Insurance Study to ensure compliance with NFIP regulations.
In some States or communities, flloodplain management criteria or regulations
may exist that are more restrictive or comprehensive than the minimum Federal
requirements. In such cases, the more restrictive criteria take precedence and the
Sta.te (or other jurisdictional agency) will be able to explain them.
1.2 Authority and Acknowledgments
The sources of authority for this Countywide Flood Insurance Study are the
National Flood Insurance Act of 1968 and the Flood Disaster Protection Act of
1973.
The hydrologic and hydraulic analyses for Chicken Creek and the Mancos River
through the Town of Mancos were performed by Muller Engineering Co., Inc., as
documented in the report, Flood Plain Information, Mancos River and Chicken
Creek, Mancos. Colorado (Mazch 1982).
