Th~ Grantee shall be paidl i~sing the HHSI Smaatlink Systerrn, provided it maintains or d~monstrates <br />th~ willingness and ability to maintain procedures to ~nnimize the time elapsing between the <br />. tra~sfer of tlne funds and their disbursernents by the ~'rrarntee.
