This model would ~ave been used to evaluate how much ~instream <br />flow cai~ be obtain,ed from identified a~,icultural water ri~hts. There was a revie~vv o~'~t-e <br />StateMad User's M~nual, and RGD55 ~vtodel (Rio Grande Model) documentation to gain <br />a~n ur~d~rstandiu~g of how the Alam~osa systeim is modeled. Thc Rio Grande Model code <br />w~s reviewer~ and methods for simulating i~stre~.m flow operations were developed. <br />Taslc C was not completed, because its budget was gattially t~sed ~or the extended work <br />on the ~'~IF and the s~niar water rights had not bcen identified. Negotiations for senior <br />water ri.gh,ts were constan~y changing. Initially, we believed thst the Qwintana watet <br />rights ~rrere a strong possibility, so we courted Mts. Quintan~ for sevetal months. Fin~l.ly, <br />she z~eje,cted our offer. Then we visited with Jim Braide~., Paul. Faucette, and A1 Valdez. <br />"d'l~e ne~~otiations with these i,nterested parties did not coalesce until the end of the projeet. <br />If we had had the h~ydrological m~odel completed on the Quintsna property, the <br />~nform,~tion would have been irrelevant. Ii was difficult to predict the timing of these <br />negotiaxions.
