We reviewed our analysis to date with Town staff on August 7, 2008. A work session <br />with the Town Board is scheduled for August 21, 2008. This work session will be used <br />to educate the Board on rate design and to discuss the background and analysis that <br />we will use to recommend rates for the Town . We want the Board to understand the <br />dynamics of establishing rates and the issues with regard to recovering costs while <br />remaining equitable. A rate structure will not be presented at this work session. We will <br />present options of rate structures at the September 18, 2008 work session. <br />A few items we are considering for the new rate structure: <br /> Reduce the base rate fee and eliminate t he water included in the base rate. <br />This will encourage water conservation fr om the customers that use less than <br />5,000 gallons per month. <br /> Develop a four-tiered structure ba sed on normal water use for Firestone <br />residence. The fourth tier will be set to send a price signal to water wasters. <br /> Develop a separate rate structure for non-residential customers and a separate <br />rate structure for irrigation-only customers. <br />Town staff has been very responsive in getting us the data we need as well as meeting <br />with us at key milestones. The remaining data we need to determine some potential <br />rate structures are: <br /> Costs associated with a non-potable irri gation system – should receive by the <br />end of August. <br /> 2009 project revenue and expenditures – s hould receive by August 22, 2008. <br />We are still on schedule to get a dr aft report to staff for review by October 10, 2008. We <br />proposed to delay the 95% progress report from August 28, 2008 to September 26, <br />2008 in order for us to get the remaining data to develop a few potential rate structures <br />th <br />and after the September 18 work session. <br />
