Introduction

Introduction

This request is for additional funding for the SB 07 - 122 Colorado River Water Availability Study Phase
2. In SB 07 - 122 the General Assembly provided $500,000 and an additional $500,000 was appropriated
For FY 08 - 09, an appropriation of $1,000,000 is being sought
in 2007 to conduct Phase 1 of the study.

total of non - reimbursable investment in the Colorado River Water Availability Study will be $2,000,000.

Recommendation

Staff recommends that the Board request the General Assembly to authorize $1,000,000 from the
Construction Fund to be appropriated to the Colorado Water Conservation Board for work tasks
associated with the Colorado River Water Availability Study.

Discussion

The Phase 1 scope of work was developed in cooperation with the IBCC to investigat e water availability
under current demand levels and various alternate hydrologies (i.e. with climate change). Refinements to
the Phase I scope to address IBCC issues resulted in increased costs from the initial estimates of $500,000
to $881,000. Phase I is being conducted simultaneously with water needs assessments by the
Consumptive and Non - Consumptive Water Needs Assessment Groups of the Basin Roundtables. With
the additional cost for Phase 1 activities and the initial contention seen in the definition of future water
demands during the Phase 1 scoping, it has become apparent that additional funds would be necessary to
complete Phase 2 work. The results of the Phase 1 Study and the water needs assessments will be used to
formulate and evaluate future wa ter demand alternatives in the water availability studies of Phase 2. By
superimposing these future water demand alternatives on the alternate hydrologies developed in Phase 1,
