The SPDSS
consist s of data that characterize the h ydrologic and hydrogeologic features of these basins and tools that
provide enhanced water administration and water resource planning capabilities. The purpose of the
SPDSS is to assist water users and State officials in developing, managing and preserving the water
resources of the North Platte and South Platte River basins for the people of Colorado.

SPDSS is a collaborative effort between the Water Supply Protection section, the DWR, USGS and other
stakeholders. The first four years of development con sist ed of the following tasks:

1. Data gathering for surface and ground water components
2. Well drilling within the Denver Basin bedrock and alluvial aquifers
3. Collection of historic and current water level data
4. Acquisition of satellite imagery of both North an d South Platte drainage basins
5. Determination of irrigated and non - irrigated lands within the basins
6. Groundwater modeling implementation

With the completion of the data collection, SPDSS has begun to implement the alluvial groundwat er
model and review the cooperative work that was done wit h the USGS on the Denver Basin b edrock
model. This work should be done by late 2008 . With this new appro priation , phase 5 will occur, with the
main emphasis being associated with the implementation of the surface water res ource model for the
South Platte River Basin. With the completion of the surface water resource model the implementation of
the SPDSS will be complete.

SPDSS Goal

The CDSS goal is to help water users make informed decisions regarding major water issues a nd policy
and managers a better means for organizing, accessing and evaluating a wide range of information and
alternative strategies for managing their water resources to achieve the CDSS overall goal. With this
request for additional funds, the SPDSS surface water resource model(s) will be completed by modeling
sub - basin and linking the models instead of having one South Platte model, also there will be some
flexibility to handle some issues potentially identified by the South Platte Task Force.

Recommendation

Staff recommends that the Board request the General assembly authorize $ 150,000 from the Construction
Fund to be appropriated to the Colorado Wat er Conservation Board for year 5 work tasks associated with
the South Platte Decision Support System.
Ú´±±¼ Ю±¬»½¬·±² É¿¬»® Ю±¶»½¬ д¿²²·²¹ ¿²¼ Ú·²¿²½» ͬ®»¿³ ¿²¼ Ô¿µ» Ю±¬»½¬·±²
É¿¬»® Í«°°´§ Ю±¬»½¬·±² ݱ²»®ª¿¬·±² д¿²²·²¹
