Gimbel <br />DATE: November 7, 2008 <br />CWCB Director <br />Dan McAuliffe <br />Agenda Item 27i, November 18-19, 2008 Board Meeting <br />SUBJECT: <br />CWCB Deputy Director <br />Watershed Protection and Fl ood Mitigation Section – <br /> En-bloc Non-Reimbursable Investments <br />CWCB Floodplain Technical Services <br />Background <br />Floodplain studies and projects in Colorado serve several vital purposes in cluding fl ood loss <br />reduction, wise floo dplain management, increa sed NFIP participation, and increased accuracy <br />of flood hazard identificati on. The CWCB has a long-standing history of recognized <br />participation in a variety of studies and projects that provide beneficial outcomes to <br />communities and the c itizens alike. <br />Discussion <br />The purpose of the requested funds is to provide engineering technical se rvices, especially flood <br />hydrology, surface water hydraulics, feasibility studies, levee compliance, and project <br />planning/design. This work may be in harm ony with Map Modernization production as well as <br />with NFIP management/participation by Colora do communities. The te chnical services fund <br />would provide much needed engineering support on a cost-share basis for activities that are not <br />currently being funded by FEMA or other agencies. This f und would also strongly support <br />feasibility study development for flood projects that could lead to loans from the CWCB <br />Construction Fund. <br />Staff Request <br />The staff of the Flood Protection Section is requesting approval by the Board for a non- <br />reimbursable investment from the CWCB Constr uction Fund in the am ount of $125,000 in <br />order to provide floodplain technica l services throughout the State. <br />Recommendation <br />Staff recommends that the Board request that the General assembly au thorize $125,000 from the <br />Construction Fund to be appropriated to the Colorado Water Conservation Board for Floodplain <br />Technical Services in support of engineering and constructio n activities throughout Colorado. <br />Water Supply Protection • Watershed Protection and Flood Mitigatio n • Stream & Lake Protection • Water Supply Planning & Financ e <br />Water Conservation & Drought Planning • In trastate Water Management & Development <br />
