CWCB Construction Fund Loan Application <br />Impacts. The full range of environmental, socioeconomic, water quality, water quantity, <br />wildlife and historical impacts of the JTR were fully studied by Center of Colorado and <br />Centennial in 2004 as part of the Park County 1041 permit process. Park County's 1041 <br />permit approval finding no significant environmental, socioeconomic, historical or other <br />impacts is attached in Appendix E-2. <br />Design features. The JTR is different from the standard CWCB loan proposal as it is a <br />facility that is fully designed, approved, permitted and is presently under construction. <br />The design of the JTR is complete and was approved by the State Engineer on March 14, <br />2008. See Appendix C-1. This demonstrates the feasibility of the project from an <br />engineering and technical perspective. <br />Rights of Way. Center of Colorado has already obtained all of the rights of way to <br />access the JTR project location from State Highway 285. Attached in Appendices E-4 <br />and E-5, respectively, are the Colorado Department of Transportation permit for the <br />access from Highway 285 for construction of the project and the right of way/access <br />easement from Highway 285 to the JTR project boundary. Center of Colorado needs no <br />additional approvals or rights of way for the project. <br />JTR Project Costs: Center of Colorado and Centennial have awarded the construction <br />contract to Cat Lake Construction. A copy of the engineering line item cost summary and <br />the construction contract are attached in Appendices C-3 and Cam. The notice to proceed <br />with commencement of construction of the JTR was given to Cat Lake Construction on <br />May 20, 2008 with work to commence on May 26, 2008. Center of Colorado awarded the <br />contract for the rehabilitation of the Randall and Sessions Ditches to ACC Construction <br />(See Appendix C-5) and that work is almost completed. The Sessions Ditch will be used <br />to fill the JTR thus the improvements to the old Sessions Ditch structure were necessary. <br />The Randall Ditch headgate was in poor condition and rehabilitation was required to <br />prevent washouts and leaks into the ditch. The Randall Ditch is being used in the <br />summer of 2008 for the construction water for the JTR. <br />Implementation Schedule. Construction of the project has commenced and is intended to <br />be completed by approximately 12/31/08. No other project approvals, permits or land <br />acquisitions are required. <br />Tabor compliance. Center of Colorado intends to request approval of the proposed loan <br />from the Park County voters at the November, 2008 election. Center of Colorado is <br />requesting that the CWCB conditionally approve this loan request, with actual funding of <br />the loan being conditional upon approval of the loan by the voters in November, 2008. If <br />the voters approve of the loan with the CWCB, Center of Colorado requests that the <br />CWCB fund the loan in January, 2009. <br />11 <br />
