Alternative Agricultural Water Transfer Methods -Grant Application Form <br />January 2008 <br />Animas counties (Purgatoire River). <br />Staffing, Budget, and Organization Size. CSU Extension has a staff of over 60 people devoted entirely to <br />university outreach and associated program development. For FY 2007-2008, CSU Extension's operating <br />budget was $12,246,631. Water expertise at CSU Extension is extensive and internationally recognized by <br />virtue of numerous faculty and extension specialist affiliations with the Colleges of Agricultural Sciences, Natural <br />Resources and Engineering and the Colorado Water Institute. The Colorado Agricultural Experiment Station, <br />headquarters in Ft. Collins, CO oversees operations for eight research centers throughout the state, including the <br />Arkansas Valley Research Center in Rocky Ford, CO. The AVRC is staffed by two research scientists, along with <br />several research associates and hourly employees. For FY 2007-2008, the AVRC's operating budget was <br />approximately $220,000. <br />Contact Personnel. The principal investigators for this project are Mr. Jim Valliant (Extension Irrigation Specialist) <br />and Dr. Perry Cabot (Extension Water Resources Specialist). Mr. Valliant has worked in the Arkansas Valley for <br />over 20 years in various academic and professional capacities. He is a respected authority on agricultural <br />irrigation systems and water resource management. He currently maintains an active research and outreach <br />program on irrigation topics, having received funding from federal, state, and local sources (Current Address: <br />Otero County Extension Office, 411 North 10th Street, Rocky Ford, CO 81067; (719) 469-0945). Dr. Cabot is a <br />faculty affiliate of the CSU Department of Civil and Environmental Engineering who came to work in the Arkansas <br />River Basin on irrigation and water issues after completing his Ph.D. in agricultural engineering at the University <br />of Wisconsin (Current Address: CSU-Pueblo, 2200 Bonforte Boulevard, 417 Chemistry Building, Pueblo, CO 81004; <br />Phone Number: (719) 549-2045). Jeff Tranel (Extension Agriculture and Business Management Specialist) will <br />also collaborate on the proposed effort by providing economic analysis of enterprise budgets during the <br />course of the project. Dr. Mike Bartolo (Research Scientist and Extension Vegetable Crop Specialist) will also <br />collaborate by overseeing planting operations at the research center. <br />TABOR Issues. Taxpayer Bill of Rights (TABOR) issues are not anticipated to be relevant to these <br />demonstration projects because the project will not affect governmental revenues or expenditures. <br />4
