Alternative Agricultural Water Transfer Methods -Grant Application Form <br />January 2008 <br />Part B. - Description of the Alternative Water Transfer ProgramlProject - <br />1. Purpose of the Program/Project <br />Please provide a summary of the proposed program/project, including a statement of what the <br />program/project is intended to accomplish, the need for the program/project, the problems and opportunities <br />to be addressed, the expectations of the applicant(s), and why the program/project is important to the <br />applicant(s). The summary must include a description of the technical, institutional (i. e., how the <br />program/project will be organized and operated), and legal elements that will and/or have been addressed by <br />the applicant and proposed program/project. The summary should also discuss relevant project history, if <br />applicable, and any other relevant issues. <br />The purpose of the alternative water transfer program project proposed in this application by the <br />Colorado Corn Growers Team consisting of the Colorado Corn Growers Association, Ducks <br />Unlimited ("DU"), City of Aurora ("Aurora"), Colorado dater Resources Research Institute <br />("C?XIRRI"), Lind, Lawrence, and Ottenhoff ("LLO"), and Brown and Caldwell is to: <br />Develop practical alternatives for water transfers which will help maintain economically <br />sustainable irrigated agriculture in Colorado thereby reducing permanent dry up of Colorado <br />irrigated farm land for water transfers. <br />As the above objective implies, the primary focus of this project will to examine other means of <br />providing water that are alternatives to "buy and dry" and that maintain sustainable irrigated <br />agriculture. The Colorado Corn Growers Team ("Team") proposes to accomplish the objective by <br />rigorously investigating and developing five alternative transfer methods for application to three <br />specific projects in the South Platte Basin and by creating a Business Plan that can be used by <br />agricultural producers, municipalities, industry, etc. to evaluate and to implement alternative <br />agricultural water transfers in the South Platte River basin and across Colorado. This Business Plan <br />will be tested and validated through application of three proposed alternative water transfers as part <br />of this project and will draw on the practical experience gained from other water transfer projects <br />completed by members of the Team. This Business Plan will: <br />Allow agricultural producers to evaluate various alternative means of transferring a portion of <br />their water while maintaining a sustainable farming practice <br />Facilitate the practical implementation of alternative water transfers by agricultural producers <br />in transfers of water to municipal and other users <br />Extend practical utilization of sustainable alternative agricultural water transfer alternatives <br />throughout the state <br />6
