Alternative Agricultural Water Transfer Methods -Grant Application Form <br />January 2008 <br />otherwise identified in the field in order to enable the dater Commissioner to field check that <br />these fields are not being irrigated during the specific irrigation season. It should be noted that <br />this project will not include costs associated with the filing of a change case. Any engineering <br />developed in this project will need to be reviewed, potentially enhanced, and adopted by the <br />engineer who is supporting the change case. <br />Soil erosion control, weed control, labor, and equipment management measures will be <br />incorporated into a Colorado Corn Growers Team project involving interruptible agricultural <br />water transfers as required in order to produce sustainable projects. <br />Other requirements typical of change cases will be included that will allow efficient and effective <br />administration by the Division Engineer including: <br />1. 1Vlonthly accounting and reporting <br />2. Measurement and reporting of all diversions to the wetland areas using appropriate <br />measuring devices <br />3. Monthly volumetric limitations on consumptive use credits remaining after first use for <br />wildlife habitat <br />4. Other reporting requirements typically imposed by the dater Court. <br />b) The proposed project/program produces information that is transferable and transparent to other <br />users and other areas of the state (i. e., would provide an example ``template " or roadmap to others <br />wishing to explore alternate transfer methods). <br />As described in Secrions 1 and 6, a major objective/purpose of this effort is to develop <br />demonstration projects and a Business Plan, or "template" that will allow others throughout the <br />state to efficiently and successfully implement similar alternarive agricultural water transfers <br />without having to "reinvent the wheel." In short, the objective of this project is to create a <br />template that will facilitate economically practical projects that not only provide for transfers of <br />water to municipaliries or industry while preserving irrigated agriculture, but also allow for <br />economically practical transfers of water for non-market purposes such as preservation of open <br />space and the preservation/creation of wildlife habitat. The goal of this project and of the <br />Business Plan is to provide a roadmap or template that will assist interested agricultural <br />producers and other entitles throughout the state to practically implement numerous transfers of <br />agricultural water which provide water for municipal purposes, preserve irrigated agriculture, and <br />provide non-market benefits to third parries (e.g., water quality benefits, wildlife habitat benefits, <br />preservarion of rural communiries, etc.). <br />15
