The District ivas formed by a majority vote in an election held August 12, 2008. Five Board members were also
elected on August 12 and have been seated. Tabor restricts "money" elections to every November and May in even
numbered years; therefore, a mill levy election to provide tax fiords for the District has not been held and there was not
sufficient time to hold such an election in November of 2008. The next opportunity for a mill levy election is November of
2009.
The District was formed to finance, construct, operate and maintain a public water system for a four hundred square mile
service area iii La Plata and Archuleta Counties. The District kvill eventually serve approximately 6,000 taps (residential
and coinimercial) with 2,000 AF of water. A District Service Plan Avas prepared and approved by the LaPlata County
Commissioners as one requirement for formation of the District, excerpts from the Service Plan are included herein. The
Service Plan can be reviewed on the LAPLAWD.org kveb site.
The system will include water diversion facilities, treated water storage reservoirs (tanks), water treatment facilities,
approximately 200 miles of distribution pipelines, water loading stations, including necessary pumps, valves and
appurtenances.
2
