Water Supply Reserve Account - Grant Application Form <br />Form Revised May 2007 <br />Happy Scenes Water System <br />Water Supply Reserve Account Grant Application <br />Cover Letter <br />Happy Scenes Water System #l, Inc., located at the north end of Vallecito in LaPlata County, is <br />requesting assistance from the Water Supply Reserve Account in our efforts to upgrade our system. The current <br />water supply has been shown to be surface water influenced. The cost to treat such water would be more than the <br />members of the svstem can afford. The System has instead decided to drill a cormmercial well and build a new <br />treatment building and system that will meet the criteria of and be approved by the Colorado Department of Public <br />Health and Environment. This is Part One of the our total upgrade project. <br />Part Two of the System's upgrade project is to replace all the existing distribution lines. The lines are old <br />2" iron pipe that were not buried deep enough originally. During the winter months the water in the lines freezes <br />and breaks the pipes. This results in a lot of water loss. It is also very costly to thaw out the lines. In an effort to <br />avoid freeze ups the system has installed bleeders that spray water out on the ground at the end of each line. There <br />are currently ten of these. By keeping the water moving the system has had less freeze ups but is forced to waste a <br />lot of water in the process. <br />The money being requested in this grant application is being asked for to fund part one of the Systems <br />upgrade project. The System has already started Part One and has spent money from it's reserves, money collected <br />from it's members through special assesments, and money received from a Southwestern Water Conservation <br />District Grant. <br />• Funding requested from Basin Account: $50,000 <br />17
