Gimbel <br />DATE: November 7, 2008 <br />CWCB Director <br />Dan McAuliffe <br />Agenda Item 27j, November 18-19, 2008 Board Meeting <br />SUBJECT: <br />CWCB Deputy Director <br />Watershed Protection and Fl ood Mitigation Section – <br /> En-bloc Non-Reimbursable Investments <br /> Flood Response Program Refreshed <br />Background <br />A $150,000 Flood Response Program was authorized in the 2001 Construction Fund Bill (SB 01- <br />157) and enacted by the Colora do General Assembly, and incr eased in the 2007 Construction <br />Fund Bill (SB 07-122) to $300,000. The fund was crea ted to give the Flood Protection Section <br />of the CWCB ability to quick ly respond and have program f unds in the areas of: flood <br />documentation, flood forecasting and outlooks, post event floodplain mapping, aerial <br />photography, and flood mitigation. <br />Discussion <br />The current request is to to refresh the fund up to $300,000 for FY 09/10 for: 1) preparation of <br />individual flood documentation reports for actu al events in Colorado, 2) contracts with <br />consulting firms for Colorado Flood Task For ce flood forecasting and weather outlooks during <br />the spring/summer flood season, plus a web-based daily flood threat bulleting with tailored <br />regional flood outlook reports, 3) ongoing work and increased demand for evaluating and <br />producing 100-year flood and debris flow hazards in areas affected by flooding or other natural <br />hazards, 4) develop scopes of work and proj ects for flood mitigation activities in communities <br />where flood loss reduction is needed, and 5) de velop on-call services fo r digital and aerial <br />photographs and mapping for post-flood documen tation and flood hazard identification. <br />Staff Request <br />The CWCB Staff requests that the Board c onsider restoring up to $300,000 to the Flood <br />Response Fund to refresh it to the original $300,000 funding level for Fiscal Year 2009/10. <br />Recommendation <br />Staff recommends that the Board request the General Assembly to restore up to $300,000 from <br />the Construction Fund to be appropriated to the Colorado Water Conservation Board for the <br />Flood Response Program. <br />Water Supply Protection • Watershed Protection and Flood Mitigatio n • Stream & Lake Protection • Water Supply Planning & Financ e <br />Water Conservation & Drought Planning • In trastate Water Management & Development <br />
