Discussion

As of November of this year, there is one authorization for funding contract that has been
extended beyond the three year deadline, but the sponsor is no longer interested in movi ng f orward
with the project . Staff has evaluated the authorization and disc ussed the status of the project with the
project sponsor. The result of this evaluation along with the sta ff recommendation is summarized as
follows :

T he Silt Water Conservancy District operates a pump plant on the Colorado River to delive r
water to its Pump Canal, which serves agricultural users on the lower reaches of Silt Mesa.
The pump plant was built
existing pump plant transformer was scheduled to be replaced when upgrade s to Excel
took place . Excel had planned to replace that line in
2004/2005, b ut have since inform ed the District that upgrades to the line would not occur for
a number of years. Based on that information, the District has elected not to pursue the
transformer replacement project and has requested by letter that CWCB de - authorize their
loan in the amount of $490,860 (letter attached) .

Recommendation

Staff recomme nds the Board approve the de - authorization of the Silt Water Conservancy
District Pump Plant Transformer Proje ct Loan, C150135 , in the amount of $490,860.
