• Various hydrology studies and related floodplain studies (community-wide or site
<br />specific) that depict 100-year floodplain information that is useful for floodplain
<br />management purposes.
<br />• "Floodplain Information" is a generic term used to describe any of the above types of
<br />reports and/or maps in the CWCB's "rules and regulations..."
<br />• "Floodplain Resolution" is a formal document prepared by CWCB staff describing the
<br />Floodplain Information that is to be designated and approved by the Board.
<br />Letter of Map Revision (CONK) applications that are submitted to FEMA undergo a rigorous
<br />technical review by FEMA and its national contractor for completeness and accuracy. Legally
<br />speaking, Letters of Map Revision effectively become incorporated into the regulatory
<br />floodplains, by letter, upon completion of this review process and public notification.
<br />Rule 13D of the recently upclatecl Rules states:
<br />Map Revisions to Flood Insurance Rate Maps or Flood Hazard Boundary Maps.
<br />Floodplain map revisions (e.g. FEMA Letters of Map Revision) will be designated
<br />twice annually by the CWCB during a regularly scheduled Board meeting and will
<br />not be subject to a full technical review by the CWCB staff.
<br />It was determined that because a LOMR goes through a comprehensive review process by
<br />FEMA and its technical contractor to determine if the document meets or exceeds all technical
<br />requirements set forth by the Rules, it would be redundant for CWCB staff to undergo a similar
<br />review process. For this reason, it is assumed that a LOMR issued by FEMA has met all
<br />requirements for completeness and accuracy set forth by the Rules, and it will be presented to the
<br />Board twice annually in batch format for designation without formal staff review.

<br />Studied streams: The report includes detailed 100-year floodplain information for Carpenter
<br />Wash, Chicken Creek, Denny Lake, Dolores River, Glade Draw, Industrial Wash, Lost Canyon
<br />Creek, Lower Cornett Draw, Mancos River, South Central, Walmart Tributary, West Dolores
<br />River, and West South Central. It includes approximate 100-year floodplain information for
<br />Bauer Lake, Carpenter Wash, Cornett Draw, East McElmo Creek, Hartman Draw, Jackson
<br />Gulch Reservoir, Joe Moore Reservoir, Hovenweek Canyon, Little Bauer Reservoir, Lost
<br />Canyon Creek, McElmo Creek, Negro Canyon, Puett Reservoir, Rincon Canyon, Simon Draw,
<br />Summit Reservoir, Totten Lake, Trail Canyon, Unnamed Reservoir, Unnamed Tributary to
<br />Industrial Wash, Unnamed Tributary to McElmo Creek, Weber Reservoir, West Mancos River,
<br />Yellow Jacket Canyon. The studied streams and lakes are in the San Juan River and Dolores
<br />River watersheds.
<br />Technical Issues: This study includes all major waterways within Montezuma County and its
<br />incorporated communities and updates the maps to a Geographic Information System (GIS)
<br />platform. This restudy incorporates a number of new studied stream reaches including the
<br />Dolores River, Carpenter Wash, Denny Lake, Glade Draw, Industrial Wash, Lower Cornett
<br />Draw, South Central, West South Central, and Walmart Tributary.
