USGS / DWRI CWCB COORDINATION MEETING: On October 21, 2008, CWCB Staff <br />attended the semi-annual State of Colorado/USGS stream gaging coordination meeting. The purpose of <br />these meetings is to improve coordination and collaboration efforts between the three entities with the <br />ultimate goal of maintaining an accurate state of the art network of stream gages throughout Colorado that <br />water managers can depend on for data and administration needs. Items discussed included an update on <br />the USGS Cooperative Gaging Network; an update on the status of several USGS Water Science Center <br />projects which are being funded by CWCB; the federal budget outlook and the impact to the NSIP and <br />Cooperative programs; DWR/CWCB Satellite Gaging Network and flood hardening efforts; CWCB <br />hydrographer status; new stream gages for the Fraser River, Middle Rifle Creek and North Boulder <br />Creek; and a discussion of funding needs for cableway installations and enhancements throughout the <br />state. Jeff Baessler) <br />WATER CONSERVATION PLANS APPROVED: To date, the Office of Water Conservation & <br />Drought Planning (OWCDP) has approved the following Water Conservation Plans from water <br />providers: <br />• Aurora <br />• East Larimer County Water District (ELCO) <br />• Town of Firestone <br />• Cherokee Metropolitan District <br />• Colorado Springs Utilities <br />• Denver Water <br />• Fort Lupton <br />• Arapahoe County Water & Wastewater Authority <br />• Erie <br />• Castle Pines North Metropolitan District <br />• Castle Rock <br />• Northglenn <br />• Alamosa <br />• City of Rifle <br />• Fort Morgan <br />• City of Brighton <br />• Willows Water District <br />The OWCDP has determined the Plans to be in accordance with §37-60-126 C.R.S. and the CWCB's <br />Guidelines for the Office to Review Water Conservation Plans Submitted by Covered Entities. Water <br />providers may proceed with implementation of their Plans. <br />The OWCDP has received and will evaluate the following Water Conservation Plans: City of Longmont, <br />Left Hand Water District and Pagosa Area Water and Sanitation District. (Ben Wade) <br />COLORADO INTERVENES WITH OTHER WESTERN STATES IN NPDES <br />PERMITTING LITIGATION RELATED TO WATER TRANSFERS: On October 31, 2008, <br />the States of Colorado, New Mexico, Alaska, Idaho, Nebraska, Nevada, South Dakota, Utah, and <br />Wyoming, filed an unopposed motion to intervene in the case of the State of New York vs. EPA that <br />involves rules concerning the application of National Pollution Discharge Elimination System <br />("NPDES") permitting to water transfers. New York is joined by Connecticut, Delaware, Illinois, Maine, <br />Michigan, Minnesota, Missouri, Washington, and the Government of the Province of Manitoba, Canada. <br />r°~` 8 <br />
