Revised November 7, 2008 <br />Evaluation Criteria <br />– the following criteria will be utilized to further evaluate the merits of the <br />water activity proposed for funding from the Statewide Account. <br />Promoting Collaboration and Cooperation <br />a. The water activity addresses multiple needs or issues, including consumptive and/or non- <br />consumptive needs, or the need s and issues of multiple interests or multiple basins. <br />b. The number and types of entities represented in the application and the degree to which <br />the activity will promote cooperation and co llaboration among traditional consumptive <br />water interests and/or non-consumptive interests, and if applicable, the degree to which <br />the water activity is effective in addressing intrabasin or interbasin needs or issues. <br />Facilitating Water Activity Implementation <br />c. Funding from this Account will reduce the un certainty that the water activity will be <br />implemented. For this criterion the applicant should discuss how receiving funding from <br />the Account will make a significant difference in the implementation of the water activity <br />(i.e., how will receiving funding enable th e water activity to move forward). <br />d. There is an urgency of need for the water activity and/or any compelling “window of <br />opportunity” that may be missed without funding from the Account. <br />e. The length of time needed to implement the water activity; preference will be given to <br />activities which can be implemented in the least amount of time taking into consideration <br />the complexity of the activity. <br />f. The applicant has the expertise and ability to implement the proposed activity. <br />g. The applicant is providing matching funds and the amount of matching funds or is <br />obtaining partial funding from other sources and the amount and source of such other <br />funds or is providing demonstrable in-kind contributions. <br />h. The applicant has a demonstrated need for financial assistance based on the inability or <br />difficulty obtaining funding elsewhere. <br />Meeting Water Management Goals and Objectives and Identified Water Needs <br />i. The water activity helps comple te a needs assessment, including consumptive and/or non- <br />consumptive needs, that was not fully funded from other sources. <br />j. The water activity meets one or more of the water management obj ectives identified in <br />the Statewide Water Supply Initiative, helps implement projects and processes identified <br />3 <br />as helping meet Colorado’s future water needs, and/or addresses the gap areas between <br />available water supply and future need as identified in the Statewide Water Supply <br />Initiative or a roundtable’s basin-wide water needs assessment done in accordance with <br />the Colorado Water for the 21 Century Act. <br />st <br />k. The water activity promotes water conservation and efficiency. <br />l. The applicant has an existing water conservation plan. <br />m. The water activity will make ne w water available for use. <br />n. The water activity involves reoperation, enlargement, or rehabilitation of existing <br />facilities. <br />Page 14 of 15 <br />
