The application does not specify how this creates a perpetual supply of water for M&I
purposes or ho w it discourages agricultural wate r users from pe rmanently selling
their water rights. In other words, there is no guarantee this project would prevent
agricultural lands from drying-up. Please provide this information.
The scope of work is insuffic iently detailed. Please provi de a well developed scope of
work that clearly describes what each tasks entails. Th e budget(s) included are not
sufficient. Please include a detailed budget by task, wh ich includes level of effort
(hours) and rates. Please provide a consol idated scope of work/budget for the entire
project.
Portions of the application were not comp lete. Please include maps depicting the
ditches referred to in the application and th e end users. Please identify the source(s)
of the matching funds.
It is unclear which M&I users or ditch comp anies have been asked to participate in
this project - please describe.
The description of deliverables is inadequate, please provide a detailed description.
Staff Recommendation:
While the application does not provide detailed information, staff believes there is a benefit
to partially fund this project. The past leas es by the High Line Ca nal Company indicate the
potential for future success. Staff recommends funding up to $70,000 for the High Line
Canal Water Leasing Project contingent on reso lution of the items in the issues/additional
needs section.
If the Board grants partial funding, the applicant will need to describe in writing which
funding sources will be used to make up the s hortfall. Alternativel y, the applicant could
provide the CWCB with a revised scope of wo rk and an explanation of how the revised
scope will provide a delivera ble that is consistent with goals of the Alternative
Agricultural Transfers program.
It should be noted that past costs cannot be reimbursed. All products, data and
information developed as a result of this gran t must be provided to CWCB in hard copy
and electronic format as part of the project documentation.
