PWSD and CSU’s resear ch of deficit irrigation and/or varying <br />cropping patterns may identify ways for farms to continue production (albeit with a lower <br />average consumptive use of water) and transfer the difference between the historical CU <br />and the reduced CU for M&I uses. <br />One of the primary purposes of this grant progr am is to advance new ideas in the area of <br />alternative agricultural transfer methods to permanent agricultural dry-up in the South <br />Platte and Arkansas river basins. When analyz ing the four grants bei ng considered at this <br />Board meeting, staff was cognizant of the gr ant requests previous ly approved by the <br />Board. At the May and July 2008 CWCB meetings, the Board has approved $1,000,000 <br />to fund the following programs, with Parker WSD receiving the largest grant to date, <br />$477,000. Due to the competition for limited funds, staff recommends against additional <br />funding for this project. Staff hopes that Parker WSD and CSU are not discouraged by <br />this decision and staff is fully supportive of their work on this important area of water <br />resources in Colorado. <br />Recommendation: <br />Considering the competitive nature of this grant program and previous CWCB funding of <br />the Lower South Platte Demonstrati on Project (approximately $627,000), staff <br />recommends denying this grant request to promote a diverse group of projects. <br />2 <br />
